In 2005, Durham and York Regions initiated a joint Environmental Assessment (EA) that included extensive public consultation to determine the preferred alternative for managing residual waste taking into account social, environmental and economic factors. The Ministry of the Environment, Conservation and Parks Review concluded that the EA was prepared in accordance with the approved Terms of Reference and the Environmental Assessment Act and that the Durham York Energy Centre (DYEC) would benefit the communities in the Regional Municipalities of Durham and York.
